PC 30fps vs console 30 fps

So i noticed than 30 fps on console is much smoother on my ps4 than on my PC why is that? (same monitor not tv) also can anything be done to smoothen the 30 fps on pc and make it more playable?settings like motion blur?

First off, what game are you talking about? Secondly, theres a right way to limit 30fps on the pc especially if you have an nvidia gpu. Navigate to the nv control panel > manage 3d settings. Look for adaptive vsync then set it to adaptive half refresh rate if yoi have 60hz monitor.
