OS and Monitors for $1500 Game Changer system

Hi, I am new here. I hear you are the experts so I have come to you for advice.

I am looking for a gaming computer (Skyrim, EU IV, other rpg/strategy games that might come out).

I saw the "Best PC Builds of 2016" article and am considering the ~$1500 Game Changer build by BadActor. But it has no OS (or drives) nor monitors listed.

So, 1st question: What is the best way to get an OS for the computer? Will I need to add some sort of drive to install the OS?

2nd question: What sort of monitor(s) would you recommend for that build, if the intended use is for gaming?

1. Using a traditional DVD Drive or you can install the OS using a flash drive.
2. Any, depending on your budget and preference. If your budget is $200+, you will be choosing between fast 1ms 144hz LN panels or nice and pretty 60hz IPS panels.

It seems Microsoft offers an ISO download on their website which we can put on a flash drive and then install from there. I'm guessing I would then input a purchased license key?

And the monitors, I will ask on the Displays Forum for advice on which type.
