If you mean "How do I reinstall Windows 8 if I have a USB installer and OEM version?" The answer is just put the usb in, enter the boot menu (often F9), select the USB, and then follow the on-screen instructions.

I put the usb in turn on pc it boots up goes to verify language etc I hit enter goes to installing then video turns off. In all cases when I boot up video shuts down after a short while, example put in usb start pc hit F2 enter bios shortly 10 sec or so pc vid turns off pc still powered up. Seems like the more I read the less I understand.
Just learning this , submitted reply in wrong block. It is that I install USB turn on pc it boots up to install program first check language time etc then starts install and almost immediately PC vid turns off still powered up. Same if I just boot and hit F2 goes into bios then about 10 seconds or so vid turns off PC still powered. The more I read the less I understand. possibly I need to be plugged into the internet to do this or the PC has a malfunction. ????

That sounds like a driver issue most likely. Perhaps this is an old system with an AMD graphics chip? If so, use the custom option and load the drivers for your computer (put them on the installer USB if you can, it's easier that way). If your computer came with a driver disk, you can use that as well.
