I got a few question that I want to ask.
1, can the m2 ssd works with 100% speed?
2. about the power supply. there is one power supply (550w) on sale which only costs 39.99 Corsair CS550M (semi-modular). Comparing to the one that I got. which one is better in my situation?
3. Have no idea how to pick a cpu cooler....... some advice on it would be awesome.
4. For motherboard, memory ram, and video card. Is it the best option that I can have with the price that I got there?

There, changed it for you.

Samsung 850 evo 2.5 is fast enough (the main diff is long sequential transfer speed, real world for our use the higher iops we'll see hardly any diff), youve now got double the capacity.
Included 2tb HDD for media storage.
u14s is better cooler & quieter due to larger heat sink and diameter fan. Noctua make the best air cooler. You dont need the hassle or cost of water cooling.

R4 case has been superseded by the R5.
Changed the mobo to Asus , that model is cheaper, good features and more reliable. (asus most reliable mobos)

Good RAM and GPU choice.
The EVGA G series PSU youve chosen is a better choice than the CS corsair.

Enjoy. Dont forget a decent monitor though. Youve got a 970. Thatll max 1080p.
A good true 24" sized monitor that is IPS or PLS screen type.

If youve got a more cash say 1700-1800, id actually suggest dropping down to an i5 and cheaper mobo and getting a 980ti (or its AMD equiv) and getting a 30"+ 1440p monitor. monitor cost included in that 17-1800
Unless you need that i7 for hyperhreaded software ( games it wont make difference)

If you sat down and played games, used internet, watched movies, did regular office work youd no 0 difference in speed but would have hell of a better visual experience. Games would be at their pinnacle. ultra at 1440p on a large screen.
