Question: PC Crash Red lines Appear. Reformat or monitor reconnect solves problem

Hi there!

I have a Sapphire HD 7950 OC Dual-X and recently it's been hanging and crashing my pc. Usually when starting games but it also happens sometimes when just streaming Youtube.

When I force restart it, two red vertical lines are over the display on boot (i'll post a pic later). However, the display is blank when it should load Windows.

Here's the catch. When I reformat my PC, it loads up to windows but still with the red lines. When I install the driver (crimson 16.1). The red lines disappear. Up until my pc crashes again.

Another way to make it disappear is this, when it crashes and reboots with the red lines, again it draws blank when it's time to load Windows. But if I reconnect the cable connected to the monitor (not the end connected to the gpu). It displays my desktop and the red lines disappear.

Also, one of my fans isn't working unless I manually set it to 80+%.

My main question is, where do you guys think the problem is. PSU, MB, GPU, drivers, cables, etc.?
 
Solution
I'd start with testing the video card in another system. If it works there, power supply is next to test, then RAM. Cables, drivers, motherboard, CPU are last to check over, especially since you already did a new Windows setup.
