If it's a clean Windows setup, you need to basically take everything apart and make sure it's seated properly, especially the CPU heatsink that it's installed properly with thermal paste. First time builders tend to forget to use that.

Also what is the brand and model of the power supply? A poor power supply will cause issues with system running.

Why that video card? It's very weak for games. You should have gotten cheaper and less RAM and a faster video card. 16 gig even in a good system is a bit much for a gaming system, in a system with a weak video card it's really over what is needed.

I going to upgrade but That was from old pc saving money right now for a really good graphics card could that be why it restart/freezes or something else and what graphics card would you recommend

I have a insignia power supply I believe and the cpu cooler had pre applied thermal paste but probably should have still put the artic thermal going to try that when get home to see if fixes it

You said the system locks up when you download a game not just play it. A slow video card will not cause that, something else has to. For your CPU and power supply, nVidia 750 Ti is a good card.
