I have a new hard drive that is empty and formatted. It is 7200rpm. I want to move everything from my 5400 rpm hard drive to the 7200rpm one and just use the faster one for everything. Is this possible without reinstalling windows? If so, how?

Hey there, EdragonX!

Usually, doing a clean install the recommended solution because you'd avoid the transfer of some redundant system files that could potentially influence the performance. However, it's still a personal choice and regardless of the method (Either a fresh install or cloning/migrating), you should still backup all your important data somewhere off-site.

You can find numerous tutorials and cloning utilities online that might help you with the procedure.
Cloning won't require you to reinstall Windows from scratch, yet again, you'd need to reformat the previous booting HDD once the clone/migrating process is completed.

Best of luck! :)

Yeah, but don't I have to pay like 100 bucks for a new copy of windows to reinstall it?

The operating system is tied to the motherboard, EdragonX! As long as you use the same computer, you shouldn't have to worry about a new genuine OS activation. You can refer to MS support and their knowledge base can provide you with more details on how to perform the clean install.
Just don't forget to backup your files somewhere else before proceeding with this.

Good luck! :)
