First time ever putting a PC together, wanting opinions on this build

I wanted opinions on this build to see if I am running optimally for the parts I have and to have some questions I have answered if possible.

My Build:

RAM - it is stock ram that I had taken from a previous pre built computer bought at bestbuy a while back

I am running Windows 7 Home Premium

The couple of questions I have is that this computer is actually pretty loud, is that due to my own faults of getting this case or is it the parts themselves? Also, I still lag when it comes to the triple A titles like Call of Duty or The Division(which I have been spamming alot lately), is there any way to optimize these parts to not lag, or to not lag as much?

Others probably have more current experience than me, so take this with a grain of salt...but...

Your PSU may not be great, but it would be causing restarts if it was inadequate, not lag. It may be contributing to the noise you hear, though, and costing you more money...but I'd probably not replace it unless you really need less noise.

Find the source of the noise. Take your side panel off and see if the gpu fan, cpu fan, or system fan(s) are causing most of the noise. If you have a fan that is especially loud, maybe you can just replace it...system fans are the easiest, followed by CPU, followed by GPU, usually.

You may be able to undervolt your gpu or frame-rate cap (faster than your screen's refresh rate isn't going to do you...

You have a bad psu also the 8320 should not be in a 970 board it should be in a 990fx board. I helped someone earlier today who had a 8350 in a 970 board and his motherboard burst into flames...so i would reccomend fixing that. As for the lag it may be due to the poor cpu, if you change your settings does the fps change or does it still lag?

FX 6300 here...your system is loud because of the stock cpu cooler...those are loud at max speed they easily reach 5000RPM ..but the issue there is the board being barely enough for that cpu. Your Mobo has a 5-phase VRM, which is not the best. There are only a few good 970 board on the market with reliable VRms.
Your system runs on an ssd or hdd ?

What is your monitor resolution? 1080, presumably?

Maybe check your system resource usage while you game...see if your CPU cores are at 100% or if gpu is at 100% utilization. I'd think the CPU is more likely your bottleneck, but should handle 1080 gaming no problem, I'd guess, unless maybe a game you are playing is threaded terribly.

Lag may be due to your network connection. Who is your provider? What are your results from a speedtest?

You're absolutely right about the PSU, but the bit about the 970 chipset is ludicrous. No chipset causes a motherboard to burst into flames. I'm betting the guy you were talking to had a case standoff touching the motherboard in a place that didn't have a screw hole, but did have a circuit trace, causing a short.

If you plan on buying a second GTX 970 for SLI later, you would want a 990 based mobo. Otherwise, you're fine with the 970.

The Corsair CX PSU's are terrible, however. I recommend getting it out of your system. A poor PSU can system instability, shorten the lifespan of other components, and limit the overclockability of you CPU/GPU, among other things. Here is a much better unit for cheaper.

As far as your lag, I'm getting the feeling you might not be describing actual lag, but framerate. are you talking about the frames per second you're getting, or are you asking about latency when playing online? If it's your framerate that's low, I would check your CPU temps. The stock cooler on the 8350 isn't great (and it's loud), and depending on the airflow in your case, the CPU could very well be throttling from high heat.

Even if that's not the case, the 8320 would benefit from an aftermarket cooler. This is the standby around here for bang-for-the-buck:

I actually dont know how to reply to you guys on my phone as I dont see an option, so I will try to say it all here.
My system runs on a HDD, though I dont knoe the make as I also borrowed it from the last computer, my lag isnt cause by my provider I dont think, we have 55 up and 10 down from Cox here is Las Vegas, and the experience I have with the Division is that I run it on medium settings, though it will appear sluggish when more and more enemies appear in my fov, and at times the screen will freeze and when it unfreezes a few seconds later I am at a different location before it happened. Thanks for the help guys.

Sorry if this is obvious...but, are all drivers up to date?

Otherwise, can you run something like hwmonitor to check your temps at idle and load? Maybe your cpu contact is off or heatsync fins clogged so fan is spinning fast to try and cool, but failing, and performance is throttling back? I guess temps may indicate whether the CPU or GPU is causing issues...or both.
