This is kinda hard to explain. An example may make it easier to understand: Lets say you are in Photoshop. You click down and hold to start drawing on the canvas, but when you release, it act as if you still haven't let go, and you need to click to get it to realize it isn't being held down anymore. I know it's not with my mouse, as I recently tried to use a PS4 controller on my computer and when I hit RT (It was assigned to the LMB) it acted as if it were help down as well. It also acted this way with My Wacom Inuitos Pro Medium. I have yet to find someone with the same problem was me, so thanks in advance.

Sounds like Click Lock is turned on. Open the Control Panel and choose Mouse. If you don't have a Mouse option check the upper right corner of the window for a View By option and change it from Category to Large or Small Icons. In the Mouse Properties window that opens, on the Buttons tab (should be selected by default), look near the bottom for the ClickLock feature. Remove the check mark from the box to disable the feature. Click Apply and then OK and your problem should be resolved.
