MSI 970 Gaming Motherboard wont see video card.

So I just boot up and post. It won't even give my monitor the time of day saying I see you.

PC build:
MSI 970 Gaming Mobo
4x 8gb corsair Vengence Ram
Sapphire Nitro radeon r9 390 GPU
AMD FX-8350 black edition CPU
Thermaltake 980watt PSU

Everytime I boot it up if give 1 long beep and 2 short beeps with no display. I pulled out all my ram and tried them in Duel band and single slots and nothing changed. I even reseated them video card and still no change. I have tried both the Ram and the video card in my old build and they worked just fine but I want to get this new one built so that I can give the old one to the wife. PLEASE for the Sake of EVERYTHING HOLY TO THE COMPUTER GODS HELP ME!!!!!

So I swapped out the GPUs between the towers and they both worked on the other tower but only the nivida geforce gtx 760 in the new tower. Could it be that the MOBO needs a bios update to make the new card work?

Okay so my Bios is up to date. I'm currently running Windows 7 Ultimate and it still wont see the video card. I looked up to double check that it is a compatable card and it is. So I have no clue what is going on with this problem. I put the Nitro in the other tower and it boots up just fine no problems and its using a motherboard that is several tiers behind my new one.
