cpu-based low fps, while cpu itself barely used(fx 8350)

I have been getting very bad fps drops for the last 4 days, since i got my cpu cooler upgraded (to coolermaster hyper 212 evo). The cooler itself is functioning so the problem probably comes from the fact that my motherboard was taken out of the case, when the cooler was installed, causing it to reset data. I have been trying to figure out why i am getting these performance issues, so while playing planetside 2 (cpu intensive) i put it to windowed mode and vrought up the task manager to see what my cpu was doing and it showed that the clokc speed was at 1,3 ghz and only 30% of that was used, and giving me 20 and lower fps. The reason why this shouldn't happen is that is went into the bios and set the clock speed to 4.00ghz (on fx 8350) from auto, to try and fix this porblem but it still did it. Can you guys explain why this would happen, and what i could do about it?

Okay... I tried to find the CPU throttle temp and most people said 70degC+ was considered too hot but I couldn't find any reliable information.

I'll wait for the Prime95 results.

*Note that BEFORE you start the test the CPU frequency may be pretty low. I'd like to see if it goes HIGH (or starts high) then suddenly drops when...
Hi,

What temps are you getting on the cpu,

Download hwmonitor, coretemp or real temp to check that out.

If the heat sink is not well seated, you cpu could be throttling to prevent thermal damage.
Usually you don't need to change thing in bios unless you oveclock. you might want to reset cmos.

What you full computer configuration ?

I am using advanced system care's monitoring it seems accurate enough and 70 at the highest while under load otherwise 50ish.

config:
msi 970 gaming motherboard
fx 8350 @4.0
r9 270x
16 gigs of ddr3 at 1600
600 power supply

i set it to a fix 4.0 so maybe the clock speed wouldn't drop but it stayed that same. Also these performance issues usually happen there is a big fight going on with 200+ models to load, but there wasn't such an issue before the cooler change

by the way can you give me an idea how i would be able to tell if the cooler is improperly mounted?

 
Sounds like a temperature issue.

Just to confirm something:
*Run Prime95, and Task Manager at the same time.

Does the CPU frequency throttle?

If it stays fairly high then something else may be going on, but I suspect CPU temp.

Other:
The PERCENT of CPU usage isn't that useful. If for example you used TWO CORES fully that would just show as 25%.

Before the new cooler it was running at 85 Celsius and now it 15-20 lower, idk it might be a bit too cool for it, but for real it ''s unlikely, but I will try prime95

somehow i made your comment the solution altough this is not over, oh whatever. on the frequency i have it set to 4.0 at all times but i will reset it so brb

it went up to 3,76 ghz and said to be using 95% of that
