Trouble with my first pc build, help needed

Hello Everyone,

I just invested in a mid range gaming pc, so I decided to build one myself. It was a great feeling when everything booted up like it was supposed to. The gpu I bought seems to buggy or just not wanting to work. The first time i turned on my pc, the card turned on and everything was good, except after i started downloading bios updates and drivers for the gpu. After 5 min or so with the drivers installed, my pc turned itself off after the fans cranked up for a few seconds to maximum.
Ever since the pc shut off, it wont turn on if the gpu is powered with the vga cables from the psu.

I have deleted drivers, deleted the program for my card, done what it feels like everything. I thought my psu would be the problem, but im told that 650W 80+ platinum is enough to power the pc with my configuration. The card says it requires 750W and suggests 850W. When i try to power my pc with the card installed and connected to psu, the light on the computer turn on for a split second but not long enough to make it to post.
Also not sure if this is relevant but for some reason my i7 reads .80 Ghz
