New cpu too hot?

Hello everyone, I had just received my new CPU and installed I think its temps are too high.

AMD Athlon X4 860K 3.7GHz Quad-Core Processor
MSI A55M-E33 Micro ATX FM2+ Motherboard
Zotac GeForce GTX 660 2GB Video Card
12gb of ram

As i am typing this i have Google Chrome open and one extra tab, and my temp is sitting around 75-81 degrees Celsius. And the hottest its gotten is 108 degrees Celsius. I am using the base fans for my CPU and the 2 fans my case came pre-installed with. Is this too hot? If you need more info just tell me.

*Edit: Shortly after i typed this i went and watched a youtube video or 2 and it jumped up to 100 degrees Celsius.

Are you using the stock heatsink fan that came with the cpu, if so look into a market heatsink.
Also since your in the bios, if you know how to "underclock" your cpu. set the default speed to 2.8ghz for the max speed.
Set it to 3.6ghz if it will let you, click ok, click save and reboot, for the time being that will keep you somewhat cool.

Make sure to change the grease every 6 months if you oc...

I am using HWmonitor. Thermal paste is applied. all fans are working. No OC applied, my case is a Rosewill FBM-01 MicroATX case it has 2 fans. As i type this with 5 chrome tabs and another chrome window open it is at about 80 degrees Celsius. The max fan speed is 62% (really loud since its always quiet in my house) and max temp is 110 degrees Celsius. I am going to try cleaning the dust out of my case tomorrow but there wasn't really much in there except on my old CPU fan.

I am going to clean out my computer and turn of amd cool n quiet as i noticed when i am idle it overclocks to 4000mhz instead of dropping below 3700mhz.

Yeah i am using the base heatsink that came with the CPU. I cleaned out my PC big computer fan in the front was caked in dust now my CPU is sitting at 70-79 degrees Celsius with a thermal margin of about 45. I also turned off amd cool n quiet due to it constantly having my cpu overclocked to 4mhz instead of underclocking it.
 
45c-60c would be average for his chip, my mothers cpu http://www.newegg.com/Product/Product.aspx?Item=N82E16819113280 has that temp, but I use artic mx-4 to keep it that way.

The best way for now is to underclock it to 2.8-3.0ghz set the max over clock 3.6ghz which is 3600mhz.
Until you get a better heatsink fan and keeping the room temp is netrual 65-75 temp is the best you can do.
Set the cpu fan speed to 75% and disable cool and quite for the time being with no oc genie.

I doubt its a bad chip honestly. My room gets pretty hot even though right now its cold. But i have a microATX case and my pc is in a small enclosed space except for the front. But when summer comes i know im gonna have serious issues cause my room usually turns into a sauna. Its much lower now like 70-80 degrees celsius idle. when i play a game like The Division though it jumps to about 110 and my fan sits around 65%. I think its just cause my case size and one of my fans doesnt get good ventilation.

I think i found the problem. HWmonitor and other programs don`t show accurate temps for AMD CPUs very often, so you should go use AMD overdrive and go by the thermal margin. So i did that when idle my thermal margin is about 40° below its max temp (the temperature at which the CPU will underclock to protect itself). Well i already had MSI command center and i saw that it was good at seeing the idle temperature as it goes by the socket temperature. That sits at around 58-60°, and my thermal margin is at 40-41° in AMD Overdrive. When i increase load (play The Division) the thermal margin drops to about 10. So all of this put together means my max CPU temp is 100° and on average when i idle my CPU is at 60° when i put it under load it goes up to 90°. I don`t really know though this is just what i think based on what i have looked up and what i am seeing. My CPU is still hotter than its supposed to be at idle but not as hot as HWmonitor was telling me. From what i have read my thermal margin is supposed to be at 68° when idle and 25-28° when under load.
 
Just to be sure check it with your bios and then go back and use hwmonitor or coretemp as I suggested.
if the temps look accurate, your next problem if it is too hot, invest in a new cpu heatsink and good thermal paste.
That will be the key to keeping your new cpu from getting too hot before summmer time begins.
