So hear me out, finally got done building my first PC, I have a bootable usb with windows 8.1 installed on it (I accomplished this with Rufus), so first time I turn on the PC I start pressing F12 repeatedly and it takes me to the windows installation and im like "cool" so I put in the product key, select custom installation, and it told me where to install windows but my 320GB hard drive was not showing up so I looked it up and came across this:

http://www.tomshardware.com/answers/id-1928516/windows-detect-hard-drive-clean-install.html

and one guy said to follow some certain steps which had you open the command window during installation (Shift+F10) and I followed his steps until I typed in "clean all" and nothing happened so I just decided to cancel the installation and turn on the PC again but now I cant access the installer, my BIOS is set to boot up usb first and I have also tried turning on my PC pressing F11 to bring up the boot menu and select my USB but all I get everytime is "Reboot and select proper boot device or insert Boot media in selected boot device and press a key"

Can anyone tell me how to fix it?, thanks in advance

"Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key"
Usually this error message occurs if in the BIOS, booting is set as to start from CD Rom or floppy drive or usb as first boot device. Where as you are trying to boot from the Hard disk.

Go into BIOS and change the Drive Boot Order so that the Hard Drive comes first as a boot priority. You should be able to boot into Windows normally after you save it to that configuration.

Open your CPU case and look for the HDD and note how it is fixed. Remove it and clean the dust on the connectors because they sometimes create such problem.
If you face any difficulty please let me know.

I dont think you really understand my problem, I have to format the Hard drive so my PC can pick it up to install a fresh new copy of windows, I just go the Hard drive and my PC was just built, never used
