Wanting to upgrade Graphics card but not sure if also needing to upgrade anything else.

I have an iBuyPower Desktop PC ARC Series NE781K Intel Core tower that I bought recently. I bought it to play PC games on ultra high settings. But I did not realize that the graphics card was not the greatest lol.

My monitor is 1920x1080. My current graphics card is the Radeon r7 250x.

I don't want to pay more than $300 for a graphics card. And I am in the USA. I was looking at possibly the R9 series? But wanted some more experienced opinions and other options/brands if they're possible.

I have tried playing games like Tera and Blade & Soul and they seem to be slow and stutter, like the computer can't process all of it. So I would definitely need a new graphics card right? Everything else should be okay?

Only your GPU is in need for an upgrade.
The GPU choices depend on your games and budget.
If you have the money, usually, I would not recommend anything below R9 390 or GTX970....but for those games...R9 380/GTX960 should be already sufficient...unless if you wanna play games like Witcher 3, GTA V, etc. too., then I am sticking with my usual recommendation.

If you wanna upgrade the GPU, just be careful with your PSU, I hope it is enough, you have not posted your current PSU specs.

What resolutions are you running your games at ? What settings are you running your games at ? I assume it would be the higher settings because the R7 250x is not that bad of a card for mid settings in those games . If you are thinking of upgrading your processor seems fine and ram should be enough , but gpu can be upgraded to a R9 380 or maybe a R9 390.

I run them at the max resolutions lol... My monitor is huge so reducing it seems like something I shouldn't have to do? Do I need to upgrade my GPU as well as my graphics card to get smoother play? Or will graphics card alone allow for higher resolution?

2 Options:
R9 380 ($200)
R9 390 ($300 - 350)
Both are very good bang for buck cards, the R9 380 will be sufficient for High / Ultra settings in recent games and the r9 390 runs most games without problems with maxed out graphics. The rest of your system is fine :)
Edit: It may be important to know which power supply you are using.

By max resolution do you mean 1920x1080 or higher than that if it is higher than 1920x1080 lower it down to 1920x1080 that can increase your frame rate , lowering the anti aliasing to 2x or turning it off can also increase your framerate . If you plan to play newer games I would recommend the R9 390.

If the PSU isn't a quality psu, I'd recommend buying a new one... Not having a good psu is one of the greatest sins when you are building a pc.
It could kill your whole system if it isn't strong enough. In that case, it may be better to buy a r9 380 and spend the extra money on an at least tier 2 psu. Seasonic or bequiet should be good choices. If you want something that will be sufficient for upgrades in the future, choose a 600w+ psu.

Is PSU power supply? Mine is 400w.
