Is this system okay?

My friend bought a bunch of parts for a new build with like 15 minutes of research. Just wanna make sure he bought all the parts and that they're compatable.

He also wants to over clock the CPU is that possible with that motherboard.

Pretty decent. One concern, and a few suggestions.
Only real concern is the PSU, since it doesn't list which version of the EVGA B series it is (B2 is good, B1 not as much).
I'd look at the XFX series for something close in price and wattage.

Otherwise, a couple of suggestions:

1) You're getting a K series CPU but a H series motherboard. They'll work together no problem, but you wont be able to OC the CPU which is the main reason people usually get the K series. If you want to overclock, you'll need a Z series motherboard. The site you're using is very limited on motherboards, but if you wanted to overclock, this board would be the next step up from the one you picked.

2) Cooling. I'd look at the Cryorig H7. Better cooling for same price. This will also give a decent low to mid range overclock.

If you decide to go with overclocking, a good air cooler thats only a bit more is the Cryorig H5 Universal.

3) Wifi. While that USB wifi will work, you probably wont get the best reception with it. I'd recommend an internal card with a better antenna setup. This one is the same price but should give you better wifi reception and performance.

And just reread and saw all the parts have already been bought. He wont be able to overclock with that board as I said, but it'll all run just fine.
