CPU Throttling in default settings!!!

My i5 2500k has been throttling at around 10-15% according to AIDA64. I tried to overclock it but I read not to do it with the stock cooler, so I went back to default settings. It still throttle at around the same %. Is it supposed to throttle even in default settings? My Noctua NH-D14 is arriving next week so I can overclock.
 
We need more information.

Your i5 2500K will throttle at stock settings if your cooling is insufficient and you push it to the limit.

What were you doing when it throttled and what temperatures were reported then and at idle speeds? What voltages? What is your complete system?

Thanks for answering. I was doing the system stability test in AIDA 64, the temperatures reported were 60 when doing the stability test, and 42 when idle. My core voltage is moving between .968 V and 1.218 V.

My system includes
i5 2500k (stock cooler)
8gb of HyperX RAM
EVGA GTX 750 (2gb)
Corsair CX600M PSU
ASUS P8Z77-V MoBo

You are using AIDA64 for temps, they were using BIOS to start with. It suggests that your heatsink is not operating properly.

a. Needs better thermal paste application.
b. Needs to be in better contact with the motherboard.
c. Fan(s) need to be running a lot faster.

Thanks for the reply, I think I'm just going to wait for my Noctua to arrive and hope that fixes this issue.
