Hi i am planing on building a small but yet capable computer to have next to my tv.
I have found a small case with a built in power supply with 450W, now the grapics cards I'm looking at says they need a minimum of 400W so now to my question. Is the power supply not going to be enough with the rest of the components and even if so seeing how it says "a minimum of 400W" am I not going to get the full power out of does grapics cards?

Thanks in advance!

Solution
Overclock a 970 on a 500W is an very risky thing to do. Remember that the GPU needs to share the power with the rest of the components.

Although that PSU is a decent PSU it essentially leaves no headroom for upgrades later.

In conclusion you could get away with running a 960 on that however would would not be able to overclock.

Your 12V PSU wattage is 444W!

V*A=W
12*37=444
That's an extremely dangerous gamble. I'm going to guess this is a cheap generic branded supply. If so you need to replace it with something reputable like Corsair, Antec ect also not all 450w is dedicated to the 12v so that needs to be taken into consideration.

If you do use this supply you could risk damaging the new compnents.

One of the worst decisions is to get the case and power supply together . Most likely that power supply woke even have the right connectors to power the graphics card . What's your budget for a case and power supply ?

You will be more than fine with a GTX 960. Fractal makes solid PSU's, though I haven't found a review on that particular one. It's got plenty of power on the 12V rail for the GTX 960. I have an overclocked i5 6600k and a GTX 960 and stay below 300 watts on Realbench testing.
