as the title states, what plugin should i use when first booting the computer to do bios and installation? motherboard to monitor or graphics card to monitor

Depends on the motherboard. These days usually either will work. However I always start with the motherboard and go into the BIOS, and setup it up to choose the GPU first.

I usually boot up from the motherboard and install drivers into Windows. Then I install the graphics card into the computer and boot using the hdmi from the gpu

With Mac on this one. Add one part of your build at a time. First CPU with its IGP through the onboard HDMI and then once windows is installed and ready, then install the video card and plug the hdmi in to that.
