Fan randomly turns on while PC is off

While my PC is turned off a fan randomly turns on. I think its my PSU because I hear a high pitched noise with it. Sometimes it will pause for a quick moment but then it comes back and eventually stops completely. Is this normal??

My PSU is a Corsair CX430M
I have a Cooler Master fan hub that my 3 case fans are connected to. The fan hub is connected to the PSU with a SATA cable

EDIT: Forgot to mention that I have used the CX430M in my old computer and it didn't do this. Also, it did this before the fan hub and 2 fans were added.

My specs are:

Gpu: Evga GTX 950 OC+

Cpu: AMD FX-6300

Mobo: ASUS M5A78L-M/USB3

PSU: Corsair CX430M

Fans: 3 Fractal Design Silent Series (2x120mm+1x92mm)

Cooler Master SATA Fan Hub

You're using up to 309 Watts so you should have enough power with 450W psu. No, none psu should power itself while computer is off and you didn't press power button. CX430M is a bad quality psu but non the less it shouldn't power itself. If he turns on randomly while pc is off it could be a motherboard glitch.
Do you have any led light on your motherboard, or audio signals that it's giving you, like beeps?

Try to do this:

Start with flashing the bios to the newest rev. then saving the bios to factory settings then boot into windows. Then shut down your pc and turn OFF the power supply. Then go get a drink or something, let it off for 5 minutes or so, then drain the mb and clear the cmos. (google "cmos battery on motherboard" if you...

It worked fine in my old PC. I only bought the PSU around Christmas so its not that old either. Could I possibly not have enough wattage (I checked with a wattage calculator and it says it would provide enough power)

I edited my original post to show the specs. You're saying that CX430M is a bad PSU by this do you mean that this is normal for the PSU itself but not other power supplies or mine is bad and I need to get it replaced?
