You need to provide more information.
However, in general terms your camera will be assigned a static IP address on your network.
The software you use to monitor the camera is given that IP address so network packets from the camera are accepted and the video is shown accordingly.
A bit over-simplified because the camera has to be configured in accordance with your overall network and router setup.
Do you have a User Guide/Manual for the camera? Did the camera come with software for image viewing?
Hopefully nothing proprietary involved but sometimes that happens.
