1280x1024 Gpu for friend

Hi,
My friend is a console gamer that wants to get into pc gaming but he doesn't want to spend a lot of money on a good pc and right now he has a shit pc.
I don't know all the details about his specs.
Ram: 4GB ddr3
Cpu: Intel core I3 (his pc is 4 years old)
Gpu: Intel hd graphics
I don't know what motherboard he has but his computer is a old optiplex from dell and it's very small so he definitly needs a new case. So he plays at a 1280x1024 resolution so i think he should get like an old radeon, something like an HD 5870 secondhand (that costs about 50 euro's here in the Netherlands)
Should i suggest him getting that or go for a bit newer?

Probably if he wants to game at 1080p or at high setting then go ahead for something like...

Probably if he wants to game at 1080p or at high setting then go ahead for something like GTX 750ti alot powerful that most of cards you can buy it cheaply for refurbished however a newer one is a bit expensive THEY RUN WELL on optiplexes i had it on my optiplex with 275W psu running well no issues at all.He has small case so Low profile will work if this doesnot fits then buy R7 250 Low profile .
