GTX 970 low power consumption and GPU load

I just got a gtx 970 switching out my old amd card (7750).

I thought I would test it with GTA 5. The problem is that it only user 50% of power and the gpu load is always fluctuating between 30-50 %. Sometimes even low as 20 % which causes lags and unplayable frame rates (below 10 fps)

I have run furmark stress test and and there it performs as expected on 99% load and no issues in temperature.

I am currently gaming in a 900p monitor and have i3 4130 and as far as I know it shouldn't bottle neck the gtx 970 to this extent. In game CPU usage is between 60-80%.

My system configuration-

i3 4130 3.4
GTX 970 (stock speeds)
Gigabyte H81M-S
650 watts psu (corsair vs series)
4 GB ram (Could this be the problem though I have played GTA 5 in the same system with my amd 7750, lower setting but consistent gameplay).

Any help would be appreciated on how to locate the root cause of the problem .
Also, any suggestions on how to make sure that the GPU is not faulty.

It may be because your monitor. I would recommend getting on that is 1080p minumum

CPU bottleneck. Lower resolutions place relatively more load onto your CPU. Try to force a higher resolution with DSR.

I increased my resolution through DSR and it did increase the GPU load (70-95) but there are still drops below 40. I have noticed that these are most probably because my CPU load reaches 96-100 %.

So I tried lowering the settings to a combination of medium and high but this again resulted in a drop of GPU load. I have tried various combinations of setting but I am still not able to get the consistent performance I was getting from my amd 7750. I guess I will try out other games and try to figure out if the card is faulty or not.

CPU bottleneck. Again, lowering your settings will only exacerbate the issue, but it's not really a problem, per se. You may be see lower GPU usage than with your 7750, but the FPS performance is probably much higher. In any event, you have more horsepower to play around with.

I don't mind a lower GPU usage but the problem in GTA is that there is constant stuttering. I tried playing Fallout 4 and I am getting constant 57-60 fps with Vsync on at the Ultra preset (at 900p). In this case also, max GPU usage is about 65% but no lags.

For GTA, I am using DRS . There is still stuttering in the game but fewer than before. I am hoping, playing a little more with the settings will get me a stable fps. Thanks for all the help !!
