I tried researching on this topic for awhile only to get confused on the real solution here. I want to use SSD as boot drive and some storage for my games.
So, I have a Samsung 850 evo 250gb SSD as my boot drive (already has fresh Win10 install) and my old 1tb hard drive plugged in as well. The problem I'm having is I want to use the programs from the hard drive but it doesnt let me. Is there any other solution thats an easy fix or am I stuck with just deleting everything from the 1tb hard drive and redownload my programs/drivers again onto the HDD since i cannot clone it to the SSD due to it only being 250gb.

Yep, most programs cannot be transferred to a new build/windows install as they write tot he registry and user's folders.
Your only recourse is to reinstall them.

Games that use an installer/launcher: like Steam, Origin...; merely need the install/launcher app re-installed and then you can add the games location to the app's library.

Thanks for the reply, so my best bet is to just reformat the hard drive to clear everything off it and the. redownload my programs back one by one?
