Brand new R9 380X fans spin for a while, then stop (cant post)

So, as the title describes..I just got a brand new R9-380 4GB the Sapphire Nitro version. The card cant power on properly: The fans spin for half a sec and then stop, then spin again after 2-3 seconds. The same thing keeps going on until I manually shutdown the system. Black screen, no POST or something. It does this with two 6-pin cables connected. With one 6-pin or one 8-pin the fans don't even spin at all. I put the motherboard out and tried..Nothing.Tried with one ram stick, then the other. Nothing. Reset the bios..Nothing. PC boots normal with the integrated graphics. Any help appreciated...

PSU: Seasonic M12ii-EVO 520W
CPU: G3258
MOBO: H81M-PLUS

Seems very odd . I would honestly use the integrated graphics to install drivers on Windows first . Then re seat the graphics card back in and try that . If you had an extra power supply laying around , try that . But the psu shouldn't be much of an issue

Do you think that the drivers might be a reason for the fans not to spin? From what I know drivers are loaded along with the operating system..This card seems unable to get its fans spinning due to a lack of electricity or something... I also changed my primary display to "PCI-E" on BIOS before resetting it. I suspect a broken PCI-E on the mobo...

Ok I've been tricked out... HDMI cable appeared to be broken... Thats why the black screen. The weird thing about that, is that the fans would spin for half a second and then do it again after 2-3 seconds keeping all the way long till i shut the system off. I've heard of some gigabyte g1 doing this but while being already into the OS, not before even POSTing...Anyway thanks everyone, I think more attention has to be paid to this issue. Correct me if I am wrong..First time I see a GPU doing this.

Inexpensive bronze PSU? Seasonic is one of the best power supply manufacturers in the world. To be more specific, my unit is a Tier 2 list PSU, according to Tom's list. Corsair CX series maybe.. But not Seasonic :no: :)

My bad, didn't notice the PSU earlier, did you edit it in? That being said, doesn't change the fact it can't power a 380x.
