Replacement new battery

Hi i just bought a new battery for my laptop. It said to charge for 12 hours. After 4 hours the orange light on the laptop is still flashing which I presume it is not charging and it won't even turn on. Is this normal please?

Hi. I put the old battery back on it which only works with the power cord plugged in and it works fine and the green light comes on. But as soon as I put the new battery back in the light just flashes orange.

I got the battery of e bay and it says ur was compatable with my laptop but the serial numbers don't match. I have a toshiba laptop satellite c670-166. Old battery model number is pa3817u-1brs and new battery number is pa3817-1brs it is missing the u.
