How to bypass printing function in HP AIO printer?

I have a HP PhotoSmart c410a all-in-one printer with printer, fax and scanner.

The ink is too expensive for me. I like the high resolution scanner and fax send. However, when ink in any single cartridge is out, the whole machine is disabled, including those functions that do not need ink.

Is there a switch somewhere that I can turn off the printer and make the whole thing simply ignore the printer?

No, this is by design.

If you leave an ink tank empty and don't replace it, or you don't use the printer regularly, the old ink in the printhead will dry to a sludge consistency and block up the printhead. After a while, this blockage cannot be shifted and you are left with a useless printer. The necessity to change empty ink cartridges (even if you only want to use the scanner) avoids the risk of that happening.

If you don't need a printer, buy a dedicated flatbed scanner instead of an all-in-one.
They are now hard to find in high-street stores but Amazon has a good choice:
