is it able to play games at ultra settings?

I have finalized my build are here are the specs -
processor- i5 6400
mobo- gigabyte ga b150m d3h
ram- kingston hyper x black series 2133mhz ddr4
ssd- sandisk 120gb
hdd- seagate barracuda 500gb
gpu- asus gtx 960 4gb (wanted to go with r9 380 but not available)
psu- seasonic S12II
case- corsair spec 1
monitor- dell s2216h
what kind of fps would it get while playing all latest AAA titles and one more thing my monitor has 60hz refresh rate so if my pc gets more than 60fps what would happen?

FPS depends on which game in particular, but you're probably not going to get over 60 FPS in general with most new games at Ultra settings. In games that consistently run above 60 FPS with a 60hz monitor, you might experience screen tearing which is easily corrected by enabling VSYNC.
