and is it better to go for xeon or i7 extreme ?

You're asking for a full on workstation build with new parts for a $2000.00 budget, which isn't realistic. I think bambiboom gave you the best options for what you want to do and your budget.
All you need for rendering, but if you want to go with a higher budget, I would add faster RAM and an NVMe M.2 SSD.

If you can afford it get the XEON and Quadro. Most likely the reason the XEON and Quadro were not recommended was due to your low budget.

A workstation class XEON could easily consume your entire budget or more. The same is true of the Quadro Graphics Cards.

For the $1,500 system, this approach takes advantage of a depreciated system and GPU so as to have a very good specification that is workstation specific and as LGA 2011 is expandable at a reasonable cost.

The basis is a used HP z420 with a Xeon E5-1620 4-core @ 3.6 / 3.8 GHz. The E5-1620 is an excellent performer in modeling as it's single-threaded performance is very good. On Passmark the E5-1620 single-threaded performance averages 1928. This compares favorably to the i7-5820K at 1835. The i7-5820K has the advantage of 6-cores, but the z420 can be changed in the future to an 8-core Xeon E5-2600 series.

The important feature of this approach is that the system is nearly usable out of the box, saving a lot of time in assembly, wiring, and configuration- just a few plug-in components. The hard drive could be set up on the included 500GB mechanical drive and then migrated to the SSD when it arrives. I set up my drives on a mechanical drive, so I can update, defragment, and optimize the files structure with a disk optimizer and then migrate to the SSD, saving the wear on the SSD memory. Then, take the included 500GB drive and put it in a USB 3.0 enclosure for the backup drive. I use a Startech Almuninum one (about $40) as it has a ventilation fan.

If you are using CPU-based rendering, for the $2,000 system, the idea is to buy the z420 as above and change the CPU to a used Xeon E5-2690 8-core @ 2.9 / 3.6GHz (single threaded = 1880). These are selling these days (3.16) for about $400-500 on Ebahhh.
