Help do I need a better Graphics card or cpu to play this game?? Keeps lagging

These are the said game requirements:
Minimum Just Cause 3 System Requirements:
OS: Windows Vista SP2, Win 7 SP1, Win 8.1 (64-bit operating system)
CPU: Intel Core i5-2300 2.8GHz 2.93GHz or AMD Phenom II X6 1055T 2.8GHz
RAM: 6GB
GPU: Nvidia GeForce GTX 660 (2GB) or AMD Radeon HD 7870 (2GB)
DX: DirectX 11
HDD: 45GB

Saying that, I have
1TB HDD 500gb Free, 16GB of Ram
Running Windows 10 64Bit(Ive seen others on youtube play on windows 10 flawlessly)
Directx 11.2
Antec Earthwatts 500watt Bronze psu
Had a Crappy oem motherboard with intel i3 4130 haswell(3.4ghz Dual core) Switched out to a Asus A68HM-K Motherboard with a AMD athlon x4 860k 3.7ghz quad core cpu.
My graphics card is a msi hd 6950, Which I thought would of handle it good enough.
The game plays okay in all lowest settings but when i get in the air to fly or where it starts to show more of the map(moving fast or or car) It starts to lag up. Its very frustrating, Do I need a better Cpu or GPU? Also after switching out Motherboards and cpus I didn't notice a difference in lagging really. Maybe alittle less butt still not playable. Help please.

You would have been much better off just getting an i5 CPU for your system instead of buying a new motherboard and CPU for about the same money. And don't get a 7xxx series video card, those are a few generation old, get a newer model.

well you basically downgraded your cpu

all you needed to do was get an i5 for your old motherboard

Alright Thanks Everyone, Im going back to the i3 untill i get a better cpu, For now Im selling this GPU and getting a 7800 or 7900 series, Thanks Everyonbe!
