I come from a prebuilt pc bought in 2008
AMD Phenom X4 9650
ATI Radeon HD 3600 series
4GB RAM DDR2
Acer 1680x1050 max res monitor (60Hz) Only has VGA and HDMI port

I want to make a skylake build for CAD programs and gaming that can last for years (the previous one still works but i will need another pc) I was initially thinking about the GTX 970 or R9 390, more the 970 because half the TDP more or less (don't care so much about the 390 would reach, but the electricity bill)
What would you recommend?

Which PSU do you have?
If it is a quality psu with at least 600w, I'd choose the Sapphire R9 390 Nitro because it is a bit stronger. While it is true, that the 390 consumes more power than the 970, you do not have to fear an a lot more expensive electricity bill. In most cases, the difference is less than $15 per year. And even that is hard to reach.

depends on the CAD program, most are really only affected by the cpu

but a gtx 970 would be a good idea due to cuda and such

if the program can use open CL then the 390 would be better

Thank you very much, the PSU will be an EVGA 80+Gold 750W.
If you don't mind me asking another thing: I know Sapphire are very good making AMD cards, but i have read MSI did a very good job with this one. Would you consider any of the two have significant differences that would matter?
