Hey,

few things for you to try:
Go into your power options, select high performance. Click change plan settings, click change advanced power settings, go down to processor power management and make sure that the Maximum Processor State is 100%.
If you are on windows 10 or 8, go into your task manager and click the performance tab and select CPU on the dropdown menu, then upload a screenshot of that please.

If that doesn't work, run cinebench: http://www.maxon.net/products/cinebench/overview.html
and upload your score.

Also, what other games do you get drops in?

Can you get MSI afterburner and take a look at the GPU clock graph, and see how it varies over time when playing the game.
MSI Afterbuner: https://gaming.msi.com/features/afterburner

A note on your PSU, it is of pretty low quality. On the tier list, from tier 1 to tier 5. 1 being the best and 5 being unsafe, yours is a tier 4 and goes along with the description

'Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.'

It is usually recommended to get a Tier 1 or 2, with 3 being okay. This could be the cause of your issue, but before it is put down to hardware, there are a few more things to try. By chance, you don't have another PSU lying around?

what some times will help to get better fps is to put your game attention to high .
You do that to klick the button ctrl - alt - delete the same time then go to task management and then you get a scheme klick on your game then klick go to detail and then priority and then klick high or higher then normal !

unparking will not be the cause of the issue, but you can go head with the process of unparking the cores if you want, you may see a small performance increase.

What happened when you did this: Go into your power options, select high performance. Click change plan settings, click change advanced power settings, go down to processor power management and make sure that the Maximum Processor State is 100%.

and this: Can you get MSI afterburner and take a look at the GPU clock graph, and see how it varies over time when playing the game.
MSI Afterbuner: https://gaming.msi.com/features/afterburner

Try going into your task manager, then startup and disable basically everything, apart from things you need starting up with your PC, then restart your PC.
