AMD FX8350 Fluctuating Temperature In Bios

I'm having an issue where the core temperature is fluctuating. It can be seen in the bios and results in an annoying fan rpm change. I also see that the BCLK, CPB, CPU ratio and Memory Frequency change when the temperature changes.

At maximum temperature differential, It'll increase in temperature 7 degrees per second i.e. It will jump from 34 to 41 in one second, then to 37 in the next and then returning to 34 where is starts the cycle all over again. This is seen in windows also.

I've done the basic steps: optimized defaults in the bios and cmos reset, updating to the latest bios version and turning off cool & quiet and some other features. I even reapplied thermal paste!

Could be thermal issues in your power delivery. That motherboard is a little bit 'light' and the VRMs can overheat and throttle your CPU. This could have symptoms similar to what you describe. Temporarily using a zip tie to move a case fan to blow directly on the VRMs may solve the problem (or at least eliminate it from consideration)
