Change Language from English to German

I just finished building my new computer and installed Windows. Unfortunately, the setup only let me choose "English" as language, so I had to go with this. Now my computer obviously is operating in English.

I want to change the language to german. Therefore I have searched for language packs and found Microsoft telling me that you need Windows Ultimate or Enterprise to get specific languages, and these are, coincidentally, languages like German or French..

But actually that can't be possible, since my old computer was operating in German and got the same Windows 7 Home Premium as my new one.

So I already tried to install windows updates (though I already did that upon installation). Unfortunately the Windows Updater takes ages to search for updates, which is very strange due to my internet connection. I do not think the problem are Microsoft's servers as well.


How can I install german language onto my computer without being forced to buy Windows 7 Ultimate?

I found a solution to my problem in the meantime.
The "Vistalizator" [http://www.froggie.sk/] is a workaround to the Ultimate-Constraint. It gives you download links to the FULLY translated files (if available of course) and the tool will install the packs, no matter what Windows 7 Version you have.

I've found the time to check your solution now, and unfortunately there is nothing called "Display Language" at that Tab. All I see there is "Change Keyboards.." Below that there is a link saying "How do I change the Keyboard Layout for the welcome screen?"
Now I see a big free space until, at the bottom of the window, there is this link: "How do I install additional languages?".
Upon reading the help file this link gives me, I am now sure I need to install the german languagepack somehow. Now the question is HOW if they made it Enterprise and Ultimate Exclusive,,,

It seems like I am stuck with using "LIPs" that are not fully translated, but at least free to download for everyone. But hey! When I go to the site the help link sends me to I get to the very same site I was before. And guess what, german is still not available for normal users.
Either I am too dumb to understand where to download the free language packs, or Microsoft completly rips off users of older Windows versions.
