Can you install PC case fans without screws?

Will it work? For a while, probably.
Try it. It's only tape. Not a perm solution. Maybe try Velcro.

The screw holes, where you put the screws to hold the fan are tiny and I can't find screws for it

Are you sure you're looking at the correct holes? You only use 2 of them.

"Front intake 120 mm fan
1. Remove the front bezel as outlined in Section 2.2.
2. Align the fan with the screw holes and screw in the
fan in the top - left and lower - right holes (as pictured).
3. Screw in the long fan screws (E in Section 1.3)."
 


Those screws should have come with your case. Their use is described above by USAFRet.

I got it used so the screws didn't come with

The case originally came with screws for that. You should be able to order some from...somewhere.

I've tried for months but couldn't so thats why I'm asking if double sided tape will work instead
