That laptop will run LOL with streaming with no issues. But you may want to get a better video card just in case since laptops are not nearly as easy to upgrade as desktops, and the 950m is a bit of a lower mid-range card. 960m or even higher is better to get, even if you spend a bit more now, it's better in the long run.
