My friend hasn't told me any specifics but he wants to use flight simulators and just in general have a computer for brand new games and play on high-ultra 1080p with 60 frames.

This is somewhat tentaive. Where you will be buying parts in November, there is a lot that could chagne. I would have suggested a newer generation i5-6600k, but it wouldn't fit in the budget. Where you wanted to overclcok, the i5 4690k was the next best option. As foor GPU, the I went with the GTX 970 over the R9 390 mainly due to Nvidea shadowplay. It will make life much easier for streaming or if you try to start recording.
