First off, here's the link to my PC build :

http://pcpartpicker.com/p/D92Zgs

The computer will be running an i5 4460 coupled with a GTX 960 (4G). I want to know if a CPU cooler or any fans are needed.

I don't want my computer parts to wear out in the future because of heat.

Solution

The TDP of your Intel chip is 84W which means your CPU cooler has to cover that.

I do agree with Dieffe that the stock cooler will be enough assuming no overclocking and no intensive loads such as gaming as it will get LOUD, but does a reasonable job cooling.

If it was me, I would get one thee 2 options (note its just an option)
If you get the Original I5 4460, its a LGA socket 1150 with a TDP of 84W. If you get the optional I6600, its a LGA socket 1151...

if you are buying now you are buying a new pc already old.
if u have it already you don't really need an aftermarket cpu cooler since there is no overclock possible here, the stock cpu cooler is good enougu just noisy, get some fans for the case: 2 in front sending air in and 1 back for exaust (but phanteks has already 2 i guess)

if you are going to buy change these pieces:

i5-6600
asrock h170 performance
kingston hyperx fury ddr4 2133mhz
amd r9 380x

1) Deepcool Gamma 200t. Link is here. $14.99 US and its on sale. Fits both chips above.
2) Artic Freezer 7 Pro rev 2. Link is here. I have this one and it perform really well for me especially since I do game. Fits the LGA 1150 socket, not sure re the LGA 1151 socket.

Note that installation for a CPU cooler is almost always "interesting"

Keep us updated on what you do and post a picture or a video of your build when you are all done

Good option as well for LGA 1150. Link is here

Another VERY popular option (measure your case, make sure it fits) is the CM Hyper 212 EVO. Link is here. That covers both soeckets although unfortunatly did not fit my case.
