Best motherboard, processor and ram for under $500 or 35000inr

Please help me by suggesting best motherboard, an Intel processor (i7 4790k in my mind) and a 8 Gb ram. I am planning to upgrade my ancient PC but few at a time.
my current configuration (please dont ask me why I haven't thrown it yet):

PSU: Crossair vs 450
Processor: Intel Pentium E2180 @2.00GHz,
Ram: 4.00GB Dual-Channel DDR2 @ 333MHz,
Motherboard: Gigabyte Technology Co. Ltd. G31M-S2L,
Graphics: Acer AL1916W
1024MB ATI AMD Radeon HD 7700 Series
Storage: 232GB Seagate ST3250310AS ATA Device (SATA).

I know it's really outdated but i cant upgrade it all at once. I would be using the same storage and gpu for few months, as i will upgrade that to a better one. Thank you.

If you buy with the latest technology you have a chance to upgrade in the future . The 4790K is a good processor and in some situations it will be better than the skylake i5 . Encoding videos would be one example .

But if I was building a pc for gaming and general use then the i5 is powerful enough

You do also need to add a cpu cooler since skylake K series do not include one
