I am having a lot of performance issues since I moved my CPU under my desk..

I have an R9 390 and run a lot of high-ultra settings on the witcher 3 with no problems at all with v-sync on.
So my hard drive raddles around in the sled in my case which gets annoying so I moved my tower under my desk. I also moved the location of my hard drive and SSD which caused me to have to switch the sata data cables to make them both fit so now the cable that was in the SSD is now in the HDD. When I used to play the Witcher 3 I haven't changed any of the settings and before the move I had no trouble getting perfectly smooth game play running 50-60 FPS. Now I get a lot of dips into the 30-40 range and get a lot of stutters. Also the CAM software is reporting my GPU and CPU are at unbelievable temps with the CPU apparently around 70 and the CPU around 120.. Though in game the CAM overlay reports normal temps. I honestly have no idea why this is happening because I have changed anything other than the location of the computer and the data cables on my HDD and SSD.
My desk is also all open under neath; It's the Ikea Linmon desk. I also have it propped up on some books for airflow from the bottom to be good.

The temps on the CAM software like program are sky high.. But in game they are perfectly normal. Also I am sure it's not my CPU cooler. I have used this system since December and it has been perfectly fine. The temps aren't my problem because even in MSI afterburner the temps are normal.

If your drive is rattling around that could be your problem on performance. It can also cause the drive to fail early, if not starting already hence the noise. Mount the drive better/tight and see if it helps. You could have also knocked the cooler loose when moving your computer under your desk. At 70 the temps are a little high but still within range so not usually a problem at that point, at 120 that should have shut it down. Way over temp. Most likely a bad reading. If your hard drive is making noise that's most likely the issue.

Again the over lays and MSI afterburner report NORMAL temps. BUT CAM program not over lays reports 70 on the CPU at all times. I do not think it is my temps. Also my hard drive has been doing this for months now without any performance drops. But it's the sled, the drive it self is mounted very securely in the sled but I think the sled is very loose in the rails. Again the temps in game and MSI afterburner report normal temps. But CAM for some reason is messing up even though I have uninstalled and reinstalled it.

I had a much less sever problem in similar circumstances. What I discovered was that, on locating the computer under the desk in a chamber, I had piled up a lot of the cables that plug into the back in front of the air exhaust vents, and cooling air flow was restricted badly. Re-arranging cables away from exhaust vents solved it.

Hmm, it's weird because the cables never were a problem before when it was sitting on my desk. Also all of my temps are completely normal except for on 1 application... It's like the one app is reading it completely different from the others because I went into the BIOS and the CPU temps were like 28-30 degrees like normal.. also all the temps on CAM are in Fahrenheit and the MSI afterburner are in Celsius..

Ok so all of my temps are normal xD I just realized I had everything in CAM set in Fahrenheit so of course everything seemed way hotter than it should've been. My CPU is around 26-30C and GPU around 40C because the GPU has the selective fan turn on thing.
