Is it worth overclocking under turbo boost?

I am thinking of a processor like the amd fx 6300 with a 5.5 ghz core speed that can turbo up to 4.1 ghz. I have seen many people in forums and on youtube deciding to to overclock it with the stock cooler to 4.0 ghz; is that worth it? I am aware of the risks of overclocking with the stock cooler but since it's designed to go up to 4.1 is it still risky? Furthermore; since you most likely will set the turbo off and set the speed to 4.0 ghz, isn't it just better leaving everything under default setting since under heavy lode the cpu might actually outperform the overclocked version using it's turbo?
 
The CPU can boost up to 4.1Ghz but only for short bursts when the PC requires more power. The AMD cooler isn't designed to maintain that speed indefinitely.

With a 200-300Mhz overclock you could probably get away with the standard cooler if you manually set the VCORE.
