just wanted to know why when i check my core speeds core 1 will fluctuate from like 3800.00 to 1500.00 just wanted to know if anyone else has noticed that?
It will fluctuate based on the load placed on the CPU. The higher the load typically causes a higher frequency unless your CPU is to hot to handle the speed. Its like a car going from idle 1500.00 to full throttle 3800.00. Your computer will spend most of its time at the idle speed.
It's called idle. If it's happening at constant 100% use you might have thermal throttling, but if it's during website browsing or similar light tasks, it's perfectly normal
and why would it drop way below advertised speeds? i thought the lowest speed is the stock speed.
Why? Because it saves you energy. The lowest speed at 100% use is the stock speed, but modern chips can get down to a quarter of that (and ivy bridge and earlier are 50%)

also does anyone know if windows 8.1 and windows 10 parks cpu cores like windows 7 does? and does anyone know how to disable the parking the cores in windows 7?
