Interesting, why not use higher core if going for Intel, an i5 perhaps?

The 565.83 would be okay if it included cooling

Yes everything can be upgraded. Water cooling is beyond unnecessary, but even so, should be added later when you get more money and certainly shouldn't be factored into a new build with such a low budget. That's my honest opinion anyway.

You could save about $7 or 8 by getting a budget H110 board, and up to $20 by getting a smaller storage drive. I would not get a cheaper psu, and I would change the cpu or gpu.

If you REALLY NEED to cut costs, the Athlon x4 860k + A88X motherboard is decent for about $40ish less. It won't be as good as the i3 or have an upgrade path. I would not even consider a FX cpu or AM3+ motherboard.
