Sudden Framerate Issues

Hello, I'm back...

My Specs:
CPU: i5 4690k (w/ Cooler Master Hyper 212 EVO)
GPU: EVGA GTX 980
Mobo: MSI Z97 Gaming 7
PSU: EVGA SuperNOVA 750 G2
RAM: HyperX Fury 16gb
OS: Windows 7

So starting last week I began to have framerate issues, such as League of Legends playing at 40 FPS max and dropping to around 9 in teamfights. Usually I can run it at 200+. This happened with CS:GO and the Witcher 3 also (the only games I had tried).
So I did a bunch of tests, uninstalled/reinstalled Nvidia drivers, changed power settings, but nothing worked.
I eventually did a system reset thinking it would fix the problem. I installed all my drivers and then tried CS:GO. I got 200+ FPS again! Yay! But then I installed the "Important Windows Updates" and now I'm experiencing the same issue... I tried to go to a restore point before the updates, but when doing so, there was some error and I ended up being forced to restore just a few minutes earlier of where I just was before I tried to restore.
I really don't know what to do.
