windows 7 core parking questions

is there a way to disable core parking in windows 7? and does windows 8.1 and windows 10 have the core parking feature?

There is but why would you want to do it? Windows is set up that way for a reason as it saves you money when your computer is at idle. Unless you are having problems with it there is no point at all
