Memory stick works with another one but doesn't work alone

I recently bought a new patriot 4gb memory (the same as the current one i have) , i installed it in dual channel mode with the old one . The system booted into the bios because it detected memory changes , so i exited it and then the system automatically restart , i got a message saying "windows loading files " then everything worked fine .
so every time i restart my pc i got the same message (windows loading files) and then it gets to windows without issues , i found this strange so i removed the old stick and booted only with the new one , system gets into the bios then restart i got the "windows loading files" then everything works fine .
i restarted my pc(with the new stick alone ) and it got stuck in a black screen i couldn't even access the bios .
I removed the new one and installed the old one and everything works good (no windows loading files message ).
Bottom line , if i installed the new stick alone it will work just for the first time (after bios access), then the pc won't restart . if i install them together i will always get the "windows loading files"
at start up , then windows boots normally .
what should i do ?

i tried the new one alone in all slots , same issue (boots only the first time)
