FPS Issues with GTX 970 and FX-8350

Okay, so I recently built a computer about 3 weeks ago. Since doing so I have had mixed performance with the machine. In games such as Borderlands 2, Skyrim, or Payday 2 there will be moments where the FPS will be at 120, but then there are simply moments where the frames drop to 30-50. This seems unreasonable considering the system and games, and was wondering if anyone knew a way to improve this poor performance.

GPU: GIGABYTE GeForce GTX 970 4GB TWIN TURBO OC EDITION
CPU: AMD FX-8350 Black Edition Vishera 8-Core 4.0 GHz
RAM: G.SKILL Ripjaws X Series 8GB (2 X 4GB) DDR3
MB: ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX
PSU: Rosewill ARC-650, ARC Series 650W Power Supply, 80 PLUS Bronze Certified
HDD: TOSHIBA DT01ACA100 1TB 7200 RPM
Case: ENERMAX ECA3291A-B Black SECC 0.5-0.6mm ATX Mid Tower Computer Case

Also download something like msi afterburner or evga precisionX so you can control the gpu temperature target. Your gpu at 80c is probably throttling itself back. I would set (if you're using precisionX) the fan profile to aggressive. This will make sure the fan ramps up faster and higher rpm to keep the gpu cool.

Speak of the devil, I was trying to update the bios just today, but the site says it is down at the moment. Neither GPU nor CPU say they are performing at max (excluding obvious moments such as boot and such). I have afterburner, is it worth it to get precisionX, and if not what would the setting be in afterburner?

I have a second system (almost identical setup) with a fx 8350 (asus crosshair v formula z motherboard) and a gtx 970 (msi golden edition, same one in my signature below).

I suffer from the same drops in not just a few games, almost all of them while running on my fx 8350 (mine is running at 4.7ghz under water)

Arma series/payday 2/dirty bomb/nosgoth/rainbow six siege/etc etc just to name a few.

Long story short the fx 8350 struggles to keep up with a gtx 970 (my main rig with intel in my signature does not suffer from this at all with the same graphics card)

P.S. my 8350 would stress out between 85 and 100% usage on all 8 cores at 4.7ghz in rainbow six siege and drop my framerate into the 50's and 60's (i have a 144hz monitor). My intel rig never passes 60% and my gtx 970 always sticks to 98% and 99% usage while on intel.

I am almost certain it was a heat issue now, and not the cpu bottlenecking anything, i boosted the fans about 5 percent and now the gpu runs 20c cooler and the frames never go beneath 59/60. Oddly enough, in this case boosting the fan speeds in afterburner actually lowered my power draw.

*Edit: Just to add, I also believe that the 8350 might just be a wrong choice for the 970. It does seem that for newer gpus an intel chip is just the right choice.
 
yea all around intel chips have better core performance. It sounded like gpu throttling after you mentioned the temps. Its just the gpu's way of keeping itself and your product safe from damage by controlling its voltage and clocks. However you get a good air cooler like a noctua or heck even a evo hyper like i use or some sort of a all in one water cooler like a h100i or something and overclock that 8350 and you will see a good performance boost. Still not as fast as a mid range intel chip but it will perform better. I just wouldn't overclock on the stock cooler!
