Building New Budget PC

So my PC atm is running a gtx 950 with a fx-6300 with 16gbs of ram and a 250 gb ssd.
I have been droping to unplayable frames in games like Arma games and Dayz, And looking for suggestions for a completely new build expect for gpu and hdd/ssds. I have a budget of 950 NZD Dollars / 642 USD Dollars.

From what I can see, everything you have is fine except your CPU and GPU are not keeping up. Instead of building a new computer, you can just replace the CPU with a quad core Haswell that still supports your RAM, and get a GTX 970 whihc maxes out most games at 1080p.

Why not just upgrade your current graphics card? Is there a reason you need to build a whole new PC? If not thats where I would start. a GTX 970 for instance would be a decent upgrade, then if needed you could upgrade your motherboard and processor if you found the 970 to bottleneck your CPU.

Well, tests run on high end base hardware (X99 motherboard and 8C/16T Haswell-E) shows playable frame rates on all modern games at ultra settings for a GTX 950 (Asus Strix model). I would say: any quad core Haswell i5 CPU like an i5-4670/4690k and a Z97 motherboard from one of the main four mobo vendors would effectively eliminate any bottlenecks you could have from the CPU/mobo choice. Average i5 quad core Haswell ranges from $175 USD to $225 USD while a Z97 motherboard will cost $100-150 USD. So - about $300-$400 and you can probably shop even more carefully if you don't want brand new (ie: ebay) and get it even cheaper.
