Soon as you boot, long before windows actually starts, you'll need to start mashing the bios key. On most pc's this is F2, but some are delete or F12 or F1. If windows tries to start, you missed it, reboot and try a different key. Once successfully in bios, you'll either see a menu for options like save or exit, or you'll need to use the file tabs on top to find the options. Most common usage for reseting the bios to factory default settings is F5.
If you believe there is an actual problem with the front usb3 port, it is unpluggable from the motherboard, its usually a good sized plug on the right hand side of the motherboard. Only the rear usb3 plugs in the i/o panel can't be disconnected. This should avoid any shorts.
