1 intake and 3 exhaust will probably give the best CPU and GPU temps, but I'd go equal 2 intake and 2 exhaust because too much exhaust can result in dust buildup. For the least dust buildup, 3 intake is smart.
Instead of focusing on how many you should look at where the fan is
Front and bottom case fans should always be intake. Top and back should always be exhaust. Side should always intake and shouldn't move allot of air. The bigger the side fan the better as they are designed to stir the air, not push it.
